In a debt ceiling memo making the rounds in Washington today, Moody’s credit rating agency destroys President Obama’s rationale for raising the debt ceiling.

So, when we hit the ceiling next week, Obama has all the power to decide what bills we pay, and which ones we put aside. If we default on a debt payment, it will be entirely becauswe he chooses to do so.
